I have a like new Scag 48 hydro with a 17 HP kaw! It has probably less then 200 hours on it! Has the advantage deck! Runs great and i am going to get a hydro adjustment this week so you get straight strips and so it doesn't veer off!

Not sure if your price range will get you a commercial 48" wb. You may check ebay or craigslist, sometime you can get lucky and find one that is 10-15 yrs old for close to that price. Comm. units hold their value well.
