Billy Goat loader has 16hp vanguard engine. It will run fine
for acouple of minutes then engine will start to cut out
under full throttle. I have changed spark plugs, fuel filter,
drain fuel tank and new carb. kit. What could be still causing
problem?

Does it shut down completely or just start running bad ?
Post the model and type numbers off the engine so I can see exactly what you have there.

Have you looked at and cleaned the air filter????

If the same cylinder keeps shuting down, get a new coil for that side.

The engine model number is 303442, type 1327-E1

You may want to check the coils as Sammy implied.
Do this by removing the plug wires and set them back on loosely. Start the engine and run till it starts acting up then remove each plug wire one at a time WITH pliers while not touching anything else.
If the engine dies removing one that would be the good coil, If it continues to run but still bad when the other is removed that will be the bad coil.
Set the air gap on a new coil with any business card between the magnet and coil.

Thanks everyone for your replies. The problem
was the fuel cap , it was not venting properly
causing fuel from getting to the carburetor.

ehehehe I had this problem for YEARS on my 10hp briggs Intek Billygoat.
Much like yourself I about rebuilt the entire blower, it would work again and then all of a sudden act stupid, the problem never relented, it was just better and worse. I tolerated it best I could, most of the time choking it and opening it back up would get it revving again, but very annoying, always in the field and always intermittently... Sometimes it'd run great for long stretches, other days it was stop and go, we even replaced the cylinder head gasket at one point, this thing sucked on my labor hours for a long time, thousand dollar blower.
I finally found the culprit to be a sticking carburetor bowl float, a load of fun to remove and re-install, but once I cleaned this up I never had the problem again. I found a slew of what appeared to be rust particles down in the bowl, needless to say I sprayed this thing out with carb cleaner and compressed air until there wasn't a hint of dirt, seems to be ok now. One other thing I did, since these models do not appear to have an inline fuel filter, is to splice the rubber fuel line and install one of those, I'd be willing to bet that is the first problem, but whatever.
Good luck, lets hope what you did fixed it, but I thought I'd mention this because this problem about had me in tears once or twice :laugh:
