What exactly has to be done. Dethatch or aerate then starter fertilizer and seed? I don't want to mess up anyones lawn even though most of them are friends of mine

for your best results you need to aerate, power rake/ silt seed the lawn and apply starter fertilizer.

Is drill seeding similiar to silt seeding?

It is close, but with drill seeding, you use a horizontal line bore that bores a hole along the subsurface of the ground, and is guided by laser to maintain a consistent depth along the soils subsurface. Actually, I am only kidding. Yes,..they are ths same thing.:)
