23 hp kawaski govenor problem

I have a Exmark lazer hp with 23 hp kawaski. It was running fine until I tried to replace the oil seal around the govenoers shaft. I can not get the govenor to work properly know. Can someone help

Make sure your adjusting the governor properly;

I tried this and it didn't work. it revied very high. I'm thinking I have the spring that attaches to the govenor lever on wrong or something.

The model number for this motor is fh680va. I thought this might help. when i try the procedure that you sent , it runs wide open. Please help I need to cut tomorrow.

If the governor is adjusted properly,
