belt rubbing against tire

My 48" Metro HP has a tire with a slow leak. I am getting new tires for it, but can anyone explain the groove that was worn into the insides of both tires from the belts? I think it may be from not having maximum air inflated??

Just wondering if I should use washers as spacers, or if there are any other fixes to this problem.
