mower deck vibration

I am working on a 42" troy bilt for a friend of mine and it vibrates when the mower is engaged. I took the blades of and balanced them (left them off) and engaged pto again and still vibration, checked spindles for wobble and they feel nice and tight, also the seem to spin fairly free. I can continue to troubleshoot but was curios if anyone has had this problem so it might be something common on these. Thanks!

Check all pulley's for any sticks etc. stuck in the belt grooves, Also check for any flat spots in the belt on the sides of the V part. Also check the engine pulley for any wobble (bent) from hitting things.

Yup, the belt, minor cracks should be ok but if it's missing chunks or one or more big cracks (like 1/2 way through)...
