It's hard to tell exactly what you have going on but sounds like you need to simply aerate, fertilize and overseed heavily. Maybe if you get some rain (you guys are as dry as we are), you canb get a decent stand of grass before the cold of winter. Then next Spring put down a good pre-emergent that will take care of all of the weeds that will pop up. Remember, the dead cold of winter will take out most or all of the winter and they will not re-emerge until it starts to warm up. The Pre-M should do the trick.
Good luck, with this drought alot of people are asking the same thing.

One caution: if you wait to aerate and overseed in the spring, then you can't put down a Pre-M because it will prevent the fescue from germinating just like a weed. If you do wait to aerate, then you'll have to let the grass (and weeds) come up, then use a more expensive, less effective post-emergent.

Lawn shark is right if you are going with a cool season turf. Warm season you will have to wait until around May when it warms up to seed.

Im not even sure your climate will be good for warm season turf anyway. Here in Atlanta we deal with a mostly warm season turf. Check this out before you make your decision.

PS. You shouldn't have any crabgrass in your lawn right now, it dies back when it gets cool.

I have been using Lesco for a while with some success. They recommended that I apply their starter fertilizer then wait a week or two before aerating and seeding.
