My manuel says they set the 5.5 on my hrc 216 at 3100 rpms under no load sounds a little low to me. whats a safe rpm setting for this motor?

Firstly, I would check what the rpm's really are as opposed to what you think they sound like, then check your owners manual, and it will give you a range.
