I recently was given a Honda HR195 Self propelled push mower that is in pretty good shape for being a 1992-93 vintage. It runs good but smokes( Blue ) when you first start it then it tapers off but still smokes lightly. Do you think that it is just valve issues or does it need rings as well. I would think rings too put it starts and runs so well I just wanted some expert advice. Where is a good source of parts for such mowers ?

That's not uncommon for Hondas, especially if the oil is at or over the full mark.
Next time you store it, raise the end or the deck where the spark plug is located and see if it makes a difference on the next start. Use a 2X4 or similar.
