Make sure you arent giving discounts to people for just referring, make sure it hinges on their neighbors signing up for service.

Oh and i would also put a cap on it. If you are giving away 10% that is probably your entire profit margin. If you give away 10% up to $50 value that limits your expense and still allows profits.

No i will always make it clear to my customers that the referal must sign.

I really dont think 10% of anything i do is my profit margin. I mean 10% of 50 is 5$ and if i am only making a 5$ profit then im doing something wrong! But i get your point thanks.
