Winter Vole Damage

Just wondering what you guys do out there to repair vole damage from the winter?

I was thinking of just raking the area heavily to remove all the dead turf, and then spreading some topsoil and seed over the top. I am not sure how effective this is, but I am assuming I can make it work for a decent price.

Should I aerate the area first?

Anyone have any proven techniques?

We never do anything cuz the 'turf' damage recovers quickly once the snow melts.....especially after one or two mowings. The customer won't even see where the damage was cuz the grass roots are not damaged.
