Mulch over rocks?

I have a customer that has red decorative rocks in her front beds. She only has bushes no flowers, does not want flowers. Can I mulch right over the rocks? My concern is the mulch will not breakdown over time and mix with the dirt under the rocks. I can remove the rocks if I need to just want to do it the right way and not have to fix it later.

Remove the rock. It's time consuming but the end result will be a lot better for yourself and the homeowner.
