Tecumseh 3.5 hp govenor arm

Hello i really need some help . I have a 3.5 hp tecumseh which i had a friend take the carb off and go get it rebuilt. Motor still doesnt start unless i play with the govenor arm as i atempt to start it. can some 1 help me with setting it .My freind says he lossened the screw which locks the govenor arm linkage on the block. :hammerhead:
