Tecumseh Carb Issue

I have a Toro 2-cycle SB that was given to me.Did not run last year.Upon checking the carb,there appears to be a line missing?One fitting is for fuel intake,another is for primer but right behind the fuel intake fitting on carb is another very small fitting.Looks line something would go on there.Or is it just a breather/vent?When I prime it,gas comes out of the fitting?Engine #Tec. HSK635 type 1723A.

Service manual does not have pictures of what hooks where?

More than likely if it ran before it sat your problem lies elsewhere.
I would pull the bowl and do a float and main jet cleaning.
