my Yazoo/kee won't start

I have a 21hp yazoo/kee esteem 36'' cut. It has 55 hrs on it currently and starts when it wants to. I had to put a new starter on it bout 4 months ago it sat for about 3 month b/c i was outta town working. But it has a mind of its own, when it wont start, the mower will turn over but it just wont fire up. I pull the choke up and throttle half way and it will crank after i fool with it for awhile. It sounds like the starter might be bad agian b/c it sounds rough when i try to crank it, but i just replaced it. IDK its really getting on my nerves though!!! I need it to work and i don't have the money to pay some mechanic 60 buck an hour. Any suggestions i've tried everything almost. What about starter fluid??? will that work

i was having problems with my troy bilt I replaced the starter and all that it turned out the valves needed adjusting

How old is the fuel that you are using? And Starter fluid is not good to use all the time.
