My Toro Z 450 hard to start

I just had the fuel system cleaned out and now that I got it back one day it is hard to start. Then when it starts it struggles to throttle up like it starving or something. Seems ok once it going but sometimes it seems like it may be struggling.

Is the Fuel filter backwards?

no it is on right. it starts fine and then half way through the day it starts to act up, it cranks before turning over for a bit. My mecahnic thought maybe I got bad gas but fuel looked fine. I am looking for anothe mecahnic in my area because they have a very bad attitude there.
