Pine Needle Question?

Have you ever had problems trying to install pine needles in the wind? In this area during the spring time the wind never seems to stopblowing. The needles go every where. Does anybody know of a product that will stop this from occuring? Or am I the only one that this happens too.

you get paid to put pine straw on the ground? man we get paid to remove it here. the more wind the better it helps to blow it off the lawn.
