Toro not pulling up hills

Have a 95 rear engine Toro Wheelhorse rider. The mower started to not pull up hills, would do great on flat land. So I changed the tractions belt and the mower will still not pull up an incline/hills. What could be wrong?

Could be anything.....

1) I would say belt, but you replaced it.
2) Wrong gear (downshift to go uphill)....
3) Key in the tire hub missing....
4) Rear end not adjusted back far enough (it's adjustable - loosen bolts and slide)....
5) Internally damaged in the rear end....
6) Asking too much of a small machine.
