Tandem axle Issues

I have a 2006 Topp brand utility trailer. For the last year or so I have had a problem of one of axle or the other bottoming out and the other being pinched against the frame and as of late the problem has gotten worse. Any ideas or suggestion on a remedy.

sound's like one axle or the other caming over going over curb's or odd terrain .a lot of time's the spring hanger's are not placed in the optimum location ,or shackle straps and bushing's ,and equalizer's in the spring's are word out throwing the suspension out of alignment .

I did end up popping it back with a shop jack. Thanks for the help after messing with it for a little bit I did get it working correctly finally
