If I design a zone that is near max capacity of the available water,say 15gpm available @45psi,heads will use 13gpm@45psi....
....is there any advantage to using a flow-control zone valve?

I would be careful about maxing out a zones capability. What are you going to do in the future when the water pressure drops?
How much extra is a valve with flow control. $1.50 max?

Nope.....flow control lets you "set" the diaphragm for optimal operation. Don't tell anyone
about this, but with care, you can back down the flow control & replace a solenoid.
