Which pulley ? The input or the two out put  Yes, it does. Just make sure when you get it that the numbers match. I ordered a 700 series once and after I got it on the machine, discovered that the numbers did not match. The only difference was one was a 5 speed and the one I got was a 4speed.

Check with J Thomas before you buy that 700-078. When I bought a 700-??? for my Exmark just a couple months ago it was $50 cheaper there than anywhere else. Yes the shaft you refer to (input) comes with. They also have the spline couplers you likely also need.

Yes the transmissions all come with all three shafts that come two out of the sides and one on the bottom that goes to the pulley, but they do NOT come with the pulley itself, that has to be pulled off the old one or you can order a new one.
DO make SURE you get the exact 700-xxx :p
