Aqua Pad for kids

I was informed about aqua pads recently. I want to build one for my kids. Are they hard? What are the details? Thanks!

What exactly is it? I'm more into the maintenance end of things, but I'd like to learn as much as possible.

It is one of those fountain things that kids play in. I thought aout building one if I can do it cheap. Then, my kids can olay w.out running up my water bills.
