I have had it set up to the consistency of mortar. This was in approximately 1/2" to 3/4" joints between flagstone. The polymeric sand I used for that job was marketed as a "high performance" sand that was specifically for this wider grout joint application. The trick to polysand is the slow, misting application of water when you go to activate it. The first time I did it I applied too much water, too fast. That washed out the polymer and the sand stayed the consistency of oatmeal. You absolutely have to apply it slowly in a fine mist. Hope this helps.
Oasis is exactly correct. I have had jobs screwed up by guys incorrectly applying PolySand. Watch the weather forcast, a downpour after polysand application can really kill your profits fast. I'm not sure about anyone else, but I have also found that buying a lesser quality polysand from the box stores isn't worth the money saved. I prefer the stuff from Unilock.
