Drainage problems

For a bid I am trying to find out about some types of drainage for an area that will collect all the water from driveway and surrounding areas.
I will be making a raised bed and there is a area by an oak tree that will hold the water.
There is no where to route the water because of neighbors properties,
I was thinking of using a flowell from NDS. Is there any other ideas on options I might have.

If an oak tree is in the area that will be getting the runoff and there is no place for the water to drain to don't plan on the oak lasting too long. Is the oak in the lowest location on the property?

why would the oak die don't they grow native the best in river bottoms?

Will the area near the tree collect run off from the driveway that may contain road salt in the winter? Not a good idea. Oaks don't do well with wet feet and don't like changes in soil conditions. Plan on replacing that oak with a willow or birch.
