Tecumseh governor question

Hi all, I'm new to the board. I have an older model tecumseh 10hp motor I'm trying to get running for a friend and I can't figure out how to get the clip onto the governor rod. Here is a little more info if it's needed....

CRAFTSMAN 36" RIDING LAWN TRACTOR

and the part numbers are...
35082 – Governor rod
31335 – Governor lever clamp

I believe that one you slip the clip over the lever aligning the holes. Slip the rod through the hole. Then pivot the clip down on the rod until it locks.
