I have a question concerning planting some arborvitaes. We cut away an area of pavers along one entire end of our customers paver driveway and we want to plant a row of arborvitaes. The area now is about one inch screenings and about 6" of clean stone (normal paver base). Must all that base material be removed and replaced with topsoil or could we remove just the portions right where the trees would be planted?

Just remove what you need to get the plants in position plus a 20% increase of the radius. The extra 20% of space is for the roots to grow into.
Practically speaking, it is quicker and easier to just get most of those stone out of the way. But it depends on the actual site situation and amount.

6" of base under a driveway? Guess they went with low bid. You're probably in luck since they most likely didn't compact the subsoil properly, but I'd check to make sure. If they did compact properly it woul be a good idea to loosen the soil and yes remove the rock in about a 3' diameter.
