Looks like Orchard Grass to me. I had a good post with pics on this you can look up. Q4 will have no effect. I used Trimec Plus and it really knocked it down. You will need multiple aps. Be sure to spray when cool and soil is moist or you will damage lawn. With the good weather, now would be a good time to treat.

There are three grasses that look so similar: Fescue, Orchard and Timothy. The seed head is further disguised until it opens to full maturity, then it is really easy to tell the difference. This seed head looks to be either Orchard or Fescue. I'm leaning to orchard just now. Should the mature stem have three separate clumps at right angles then it is fescue. Should it branch out like a Christmas tree then it is orchard grass. I sorta make the comparison Flag=Fescue. Timothy=Tree...and for foxtail....well, let's stop there. Roy

Orchard grass has flattened stems --check for that.
