I am bidding a job where small turf repair would be in order. This is an office building that looks to have had some work done over the winter that tore the turf in a few areas (Under 750 sq feet of repair.)

Straw does not seem to be an option given the location and image. It is a wooded lot so birds are an issue. Irrigation is a problem given the locale of the area needing repair. Any thoughts on what might work? Would a mixture of seed and topsoil fill the bill?

a thin layer of soil over the seed might work, or how about that hydroseed stuff or whatever its called?

You might want to check into seed starter pellets. They are often a combo off shreaded paper and sometimes starter fert. This will keeps the run off down to a min and helps to stop the birds from having a hay day.
The loss of water will be reduced as the seed starter mulch absorbs h2o and will keep soil moist. The bags cover apprx 700 to 900 sq ft. Often sold in 40 or 50 lb bags. The stuff often leaves a nice green appearance after applied. You can use a drop spreader or apply by hand. Water in once done.

Try the following
1.soil
2.seed
3.starter fert in a slow release ie 18-24-12 50%scu
4.seed starter mulch
Hit with some water if there is none in the forcast for a few days

You can often find this stuff at landscape supply centers or seed wholesale houses. good luck.
