Seeding and Dethatching in PA

I am working on a 1/4 acre lawn and was going to dethatch and spot seeding.

Should I first mow that day?

Then spot thatch( The people do not want the whole yard done)

Then spot seed.

What is the going rate to do everything besides the mowing.

I am just starting to do that type of stuff?
