Loose governor shaft

I have a Kohler M18 that the governor gear shaft keeps falling out. The shaft is a press fit but after the block warms up the shaft blows out. The service manual shows a snap ring I think (fuzzy picture) holding the shaft in place but no groove is present. How it stayed in place for the past 12 years I haven't a clue. Any suggestions?

Yes there was a spring ring in the hole against the shaft originally to hold it in place. If the engine was ever over heated the aluminum block can expand and cause that stub shaft to become loose. See the attached PDF file for the fix.

I have posted to several tractor and mower forums this one included without getting any help with this problem. Thankyou so much! Now my winter project can get started. Wife wants to drive in Labor Day parade next year.
