There are multiple water meters nestled throughout the...do I call it a manifold? So is it off a ditch or aqueduct supplying multiple AG fields?

Looks like an Ag setup to me, albeit a nightmare of one.

Instead of sig list we post pics of sprinklers. Some guys even put rotors in their avatar. Sorry I jumped a few steps there.
