screening bids?

Has any one had any luck in pre-screening callers on bids? I was wondering if you do, do you have a check list or what? I thought if I could eliminate the tire kickers and get to the real people It would save time and effort. Even if I lost an occasional job, I could see more people who wanted to buy.
