Go to http://www.briggsandstratton.com/maint_repair/
Click on Maintenance and Repair on the left side, then click, Manuals, Parts Lists & Wiring Diagrams .
Enter your engine model and type and you'll have a fully illustrated parts diagram. It's worth printing this off for future use.

Be good if you could tell us the model and type so we can make sure the type of carb you've got fitted.
If it's the type of bowl carb I'm thinking it is, they were prone to flooding. This could cause spit-back through the carb. There should be an adjuster set a the bottom of the carb bowl, screwing it inwards will weaken the mixture. It would be best to fit a rebuild kit.
However a sticking inlet valve or faulty ignition can produce similar symptoms.
I don't want to appear vague, but we do need those engine specs.

Thanks for that. It is not the engine I was first think of.
Page 4 item 117 is the main jet, but it's not adjustable. It would seem the most likely suspect for the flooding is the float/needle assy. Shut the fuel off. Carefully remove the carb bowl and remove the float pin (item 104A) this will allow the float and needle to be removed.
Keep a cloth under so if you drop the needle:hammerhead: you won't spend the next hour looking for it. If you have an airline available give a light and gentle puff of air into the hole where the needle came out.
Caution here as there's a rubber seating ring inside and you don't want to blast it out, or alternatively turn the fuel on and hope it washes out any contamination. Clean the needle valve, check the float has no holes in it and reassemble.
Once the needle and valve have been refitted and before you refit the bowl. Gently raise the float to the level position and turn on the fuel tap (with cloth under) As you let the bowl lower the fuel should run and when you raise it the fuel should stop when the float is horizontal.
Give it a go, but go slowly and methodically, take pictures on your phone for reference if needed.
What symptoms were you having to suspect the carb? Just to make sure we're on the right track.

Thanks alot Phill its blowing a lot of black smoke out of the muffler
with the choke off and flooding out
checked the float and needle they are working fine

Hmmm, If they were working fine it may not be flooding. For a couple bux replace the float needle valve, If it doesn't seat properly and shut fuel flow off it will flood/run as you described.

When removing the fuel line to do a carb repair, a piece of crud often gets dislodged.
You clean the carb etc. and reinstall. As soon as the fuel flows through the line, it flushes that crud right to the needle & seat assembly.
BTDT.
IF you can remove the needle/seat with the carb in place, do so and then let the line flush a couple seconds. Reinstall parts & try again.
