I have been in the lawn care business for eight years primarily in fertilizing and herbicice application side of it ,very little mowing.
I a'm starting to bid schools and city sport fields and the company that is doing it now is using employee's that are being paid cash under the table and is not carrying workmens comp on them .
Is there any rule that would require the schools or the city make this contractor carry this insurance.
Is would be easier to compete with guys like this if we all had the same exspenses.

I don't know if there are specific laws requiring municipalities or schools to require liability insurance of their contractors, however, paying employees cash (i.e. no taxes) and not having W/C is a violation of federal law. REPORT THEM!

Wouldnt the insurance requirement be in the bid specs?

In Florida anyway, not sure about the rest, but we have the Jessica Lundford act which requires ALL employess or contracted employees for the school boards to pass a background check. If it is the same in your state I would imagine that could work in your favor...
