"Fresh" content?

Somewhere talking about crawl bots someone mentioned "fresh" content. The way it was used made me wonder...

Does fresh content give your site a better search engine rating or just encourage bots to crawl it more often?

Next, would you say that a monthly change/addition of articles would be enough to make a significant difference?
