Tiller & Rowe hand tools-any good???

A local discount store has these hand tools. Stainless steel shovels, pitch forks, etc. for $15. 21" bypass loppers for $8. Is Tiller and Rowe any good, or would I be getting what I pay for?

Stainless steel? COOL! I have never heard of the brand name, but at the price, you can't go but SO wrong. I would buy one tool you use a lot(like a pointed shovel for planting)to try them out.
