If they already have the material than strait per/hour labor charge would be sufficient.
Don't make the job more complicated than it is.
You might want to upsell them on edging, weed barrier, and more rock if need be.
Then you would want to estimate your time, materials and give a flat estimate.

don't forget to lay down the landscape fabric before putting the rock down. or else the rock will sink into the soil over time.

If you have a good idea how long it would take you to do.. i would charge per job rather than per hour, when i do jobs like this for home owners they always think it will take me two times as long .. but i takes me half the time they expect. and $50 a hour may seem risky to them... so go give them a price basest on them thinking it will take you the hole day when you know it will not.. make sure you add time and gas to get there and soo on, make sure you and home owner are clear on everything so you don't spend more time then u thought

Also you have to remember. You may be spreading her rock but you are using your equipment (wheelborrow, shovels, rakes, ect) you need to charge some type of fee for that as well.

My take, If they wanted a landscaper to do the work they would have looked in the Yellowpages and hired one. I'm going to bet that $45 an hour is about 10 times what they were looking to spend per hour. More than likely they are looking for some poor fool that will work for $8.00 an hour and a nice glass of Tea.
