The peak HP is rated 30hp@3600rpm's. My Question is, should i run it at 3600 rpms all the time or just when necessary? Will this hurt/harm the engine?

Most mower manufacturers will state the proper engine running RPM for best preformance. Usually 3600-3650 RPM is right. An air cooled engine should always be run at wide open throttle (when working) for proper cooling.
Most small engines usually see their peak hp at a lower RPM too. Sounds like a good engine.

Run it full throttle besides warm up and a minute before you turn it off. If you want to see stuff melt turn a mower on and let it run at 1/4 to 1/2 throttle for a couple hours. When you come back you'll be lucky to have a plastic shroud left.
These motors are leaned out to hit emissions. If it's not around 3600rpm's not enough air flows to cool them down.

It's on a Cub Cadet Tank. It was set at 3250rpms full throttle before, but the one previous I owned was set at 3660 rpms at full throttle. Granted the other engine was a 25hp Kawasaki. I don't know if it would be fair to compare apples to oranges here, but the Kohler manual states that the full 30HP is generated at 3600 rpms, so that is what I would assume would be the best setting to run it on?

3250 is too slow IMO. "set at" or that's just the speed it was turning when it was put on the mower, I'd guess the latter.
Yes, bump up the speed to 36 or 3700. You will get better preformance out of the machine.

I have re set the throttle to 3700 as the new stopping point for full throttle. I want to use all those horses for spring time ya know :)

they are built to run full throtle the gov will ajust to keep ti there. you hp raiting is realy only a measure of how well the engine will recover from a load (tall grass clump)and how much of a load it can handle the gov will ajust throtle to maintain rpm. just think of your hand throutl as the max you will alow the gov to go rather than the true throutl postion.

Engines are mated to equipment .They are selected to run all trans and belts at that rpm. most manufactures dont build there own engines. But build the equipmant around the power plant and the rpm it is rated . do not think of mowers and equipment as you do your car they are mad to do a certain task at a certain speed.
