Definitively a blue spruce of some sort.

it is an its a shrub form, they have shrub form , on standard an tree form

Picea forma glauca 'Globosa'...aka: Globe Blue Spruce
It may be Montgomery or another hybrid, but Montgomery develops more conical w/ age. It's a nice specimen, and should probably be moved away from the walk...
'Globosa'..............height:3' spread: 4-5'
'Montgomery'.......height: 6-10' spread: 6-10'
