manual blade clutch will not engage (walk behind)

I have a Honda self-prop walk-behind and the blade won't engage on the manual clutch.

Is it either a spring or a belt?

Does anybody have any recommendations for Honda parts outlets online?

Have you inspected the belt?

I don't mean no harm, but before posting here, and granted it could be something simple...
But do yourself a favor and check out all the simple stuff yourself first, because the LS method could take days.
We'll also need a model number, that would help a lot.
