I just picked up a wacker bs52y and it looks to be in good shape and the engine runs. I pulled the case apart all the gearing, piston ring all looked good. The engine runs fine but only seems to wack when I pull up on the side that you should be operating from. If you push down, it vibrates like dildo. WHAT GIVES???

We have this same unit in our rental fleet and I've been into a customer's unit as well. From your description it sounds like one of the springs in the foot may have broken, By pushing down on the handle this is re-centering the ram so it will operate.
You can download a complete service/parts manual below which will show you what I'm referring to;

Before you tear it apart check the belt. If it's worn and loose it won't thump until you lift up on the handle and cause it to engage.

This unit is called by some a "Jumpin Jack" It's not belt driven. Power is supplied by a centrifugal clutch, If the clutch were bad it wouldn't operate by pushing/pulling on the handle.
This is a different/newer model but is similar to the one in question;

i looked at the entire top unit cam clutch ring gear piston rod and the coil over springs an they look good up top. I guess i will remove the lower half below the boot and see if its a problem in there. thanks for your help

No Problem http://www.xtremesystems.org/forums/images/smilies/thumbsup.gif
BTW,
The use of a heat gun (hair dryer) on the boot would make life easier for removel/reinstalling.
Good Luck

Did you by chance measure the spring heights per the service manual ?
There is also a flow chart listed that give causes for tamping loss.
In essence these units should tamp with their own weight by just holding onto the handle to guide it around. Adding pressure could hamper the tamping movement, After all it is a small 2 cycle engine that needs higher rpms to make power.

The web site does not have my exact model its a bs52y with a 2.4 hp engine. I looked at all the springs and there is no wear on them at all. I think it belongs down south where they dont need the compaction rates we do up north due to the deep frost? Thanx again
