smoothing out a lawn

I have a few accounts that have some pretty decent high and low spots. I would like to smooth them out but I was wondering if there is a good way to do this with out having to remove the grass.

Aerate heavily and roll when the ground is soft.
Lift the grass add or remove the soil and put the grass back down.
Top dress every few weeks and rake it smooth.
