Can you release the hydros on a Chopper?

On my Walker I can release the hydros to move it if it breaks down. Can I do this on my Flatlander that I just purchased used.

unscrew the hydro lock-outs a turn or two.....

They left them off the DC's because they don't break down. :) just kidding

BTW, I haven't seen a Z that doesn't have it...
