I have a 2004 Exmark Lazer Z HP with the 21 Kawasaki. At the end on last year, I had to tear down the engine to replace a governor shaft oil seal. Since then, I have had problems with the RPMs. I know what everyone is going to recommend.....adjust the governor. I have done this, I have adjust the plate several times and it seems like it is not getting better.

It runs at what sounds like the correct RPM when runnings. When the blades are engaged it stays the same, but as soon as I engage the hydros or hit any height grass, it lowers it's rpms and it seems like the governor is not doing its job. Which is to keep high RPMs when more power is needed. The only time the RPMs will kick back up is if I try to push the drive control bars forward and make it go faster, then the RPMs shoot up. But soon after they die back down. I took this to my exmark dealer and he said he fixed it, but I dont think he did. Everything looks right as far as adjustments go. Could there be something else (carb controls or anything else that connects to the governor that would make it do this.

It is really getting to be a pain in the @$$, and I want to get some advise before I have to take it back to the exmark dealer and let it sit there for 3 weeks for him to tell me it was something simple.

Any advise?

Just had a thought, since it runs at correct RPMs while not moving, and it drops RPMs when I engage the motion controls, if there were dirt in the hydro lines, would it make it bog down and loose forward drive power because of a clogged line? This could be a problem. Could this be a possible problem?

It sounds like there is something sticking in the linkage. You said that you adjusted the plate. Did you adjust the arm to gov shaft? Start over with the adjustments. When you loosen the governor shaft to arm clamp check that it has the proper amount of movement in the throttle shaft. Be sure its not sticking at any point. Double check that you are holding the throttle at full open and rotate the shaft in the same direction and then lock it down. Be sure any springs are in the correct holes.

I think that you may be right. I am pretty sure that the clamp and everything was adjusted right. One thing that I did notice when I put it back together was that the linkage that goes vertically from the governor up to the side of the carb was difficult to move. Is it usually pretty hard to move this? I cleaned the carb while it was off, I used regular carb cleaner, could that cleaner of damages the seal on the outside of the carb shaft. I am talking about the shaft that has the small plate on the outside of the carb that moves up and down with the linkage. Should this be pretty hard to move? Anyone cleaned these carbs with normal carb cleaner. I am thinking that it could have damaged that little plastic part.

the small parts I am talking about are the collar and seal on the outside of that shaft. Could this cause it to stick, and in turn cause what my problems are?

You will be better off taking it back to your dealer and plea that he do the repair sooner. His turn around times suck though!
