If you use manure, be sure it is aged manure, you don't want the fresh stuff. Alittle slow release fertilizer will be good. Your main fert. application should be in the fall. you can over seed now, but most of your cool season grasses won't do to well. Best time for you to over seed cool season grass is Late August. To me Spring is for patch work. Cool season grasses except Rye, take long to germinate and are therebye lost to the stress of summer. They are not mature enough.

As an experienced landscaper and a horse-owner, I would advise against using horse manure. Horses do not digest very well what they eat which might include weed seed in the field or in baled hay. So it shows up in their manure. I have used VERY aged manure (4 yrs. or so) from our own horses. BUT I wouldn't use any that I was not in charge of personally,

Water soluable N on the surface as grass in the spring tends to cause roots to grow more at the surface and less growing down.
Your soil should be fertile enough now if you fertilized last fall.
As the soil thaws - this is one opportunity for roots to penetrate a now loose soil. So I would focus on that right now and add fert later.

Sometimes the best strategy for grass is to just leave it alone long enough for it to grow naturally. :)
