I recieved a bid request from the county today and part of the documents wanted an affidavit that states that I am participating in an electronic verification program. Anyone have any experience with this?

Yes - what the E program represents is a supposed employer volunteer based program to electronically verify SSN of employees. What this program really represents is further intrusion into small business by the federal government by acquired "alleged" assistance by companies to act as defacto immigration agents.
The affidavit typically states that you have submitted for verification the SSN of employees you plan to use on site. However, pay VERY CLOSE attention to the accompanying pages of the verification agreement - should you be dumb enough to sign one of these affidavits you have just agreed to waive your rights to privacy regarding ALL of your business accounts so the fed's can come in at any time to "review" the status of your "voluntary" compliance. No warrant needed.

Yeah, I have figured it out. E-verify qualifies. 200 page tutorial and you have to pass a test to get a number.
What a freakin joke. 12 million + illegals in this country and the gov't is going to hassle me.
