How to deal with hard/bare dirt spots in yard?

Have 1.2 acres, sandy soil (Florida), and there are a few higher bare spots with no grass growing that are hard dirt...even after a week of rains it's still pretty hard. What's the best way to get these few spots to fill in with grass? Should I aeriate/lay down top-soil/then seed?

I'm a home owner myself and I've been told to aerate to get oxygen and water into the soil. basically when it rains, the dirt is so hard that nothing soaks in, it all just runs off.

Sandy soil?
Loosten it up manually, rake in finished compost, then re-seed & water.
This should help to improve overall soil texture.
