When will we see catalytic converters or other emission rules on lawn mowers excluding California? I think it's a matter of time but I haven't been hearing much about it.

The majority of the new EPA off-road emission laws target the small 2-stroke gasoline engines & offroad small & large Diesel engines . Also their are "EPA emission credits" so unless this loophole is closed their will always be engines without CC. or certain engine lines that are exempt form standard emission laws

We are going to see EPA mandatory fuel injection on small off-road gasoline engines before CC's. This will be huge since it will reduce the price of a fuel injected engine over time, and be the death of the CARB gasoline engine.

Their is no one page on the EPA website that I could find that gives a straight answer. So I would say we have several years, pending a breakthrough or find it could be sooner than later
