I have heard that most fescue sod you get has 10% bluegrass in it to hold the sod together better and prevent pieces from falling apart. Is the Poa Anna we are seeing alot of now due to the 10% bluegrass in the sod ?

In a word "NO"
Make a preemergent application in the fall and spring to prevent germination of annual bluegrass.
If you are gonna fight poa the best time to put out pre-m is in August. According to NCSU, poa actually has several different germinating times, but the heaviest starts germinating from August through Oct-Nov, but doesn't show up until spring. You may see some lighter green grass patches mixed in with you other TTTF in late fall and it could be poa, but you never know.
If you're not going to go to war with poa this year, then reseed heavily in mid-late Sept, give it 4 weeks to grow and then apply the pre-m (I use Dimemsion or Balan or Team which will not hurt TTTF). You won't even come close to getting all the poa seeds in check from the pre-m, but you will get alot. When you determine that you have a fairly heavy turf and don't need to reseed, then go to war with poa and forget about reseeding that fall.
