I have a 2001 SST-16 that does not seem to want to move well on flat surfaces (bad on hills always) when I press the forward or reverse pedal. I'm getting a white smoke form underneath. Tranny fluid needed or is the belt going bad or both?

I would look for a possible frozen tension idler pulley for the drive system and if this is an older unit I would also get a new drive belt.
